as a response to single presence policy by the central bank; ID gov's most likely not to merge some state owned bank, ID gov prefer to form a holding company. This was stated by minister of State owned Company (Meneg BUMN) Sofyan Djalil. It would be difficult to merge state owned banks since foundations and focus on each banks are different.
